Highland refers here to the local government area of Scotland which was fully established as a two-tier region of eight districts in 1975, under the Local Government (Scotland) Act 1973. In 1996, under the Local Government etc (Scotland) Act 1994, it became a unitary council area. The region replaced counties as follows: Caithness, Nairn, Sutherland, part of Argyll, part of Inverness, part of Moray and part of Ross and Cromarty.
